Procurement

The policy related to vendor selection in ITM is based on Procurement policies, which enable the efficiency of Procurement management system that is accurately, timely, transparently and in compliance with the Good Corporate Governance, Code of Conduct and the business ethics policies by the following practices:


  • Worth: All procurement transactions must have the best quality or features according to the objectives of the company's benefits and utilization, with a reasonable price, and having specific and suitable product / service management plan.
  • Transparent: All procurement transactions must be executed openly, allow fair competition opportunities, have clear and proven evidence of execution, and open every step of procurement information.
  • Efficient and effective: All procurement transactions must be planned in advance to enable the continuity of execution along the whole process. In addition, there shall be an annual results evaluation for procurement management system of goods and services.
  • Accountable: All procurement transactions shall have the systematic information collecting of procurement execution, for reference and the purpose of audits. 

In addition, to open fair competition opportunities, while treating all vendors equally, there shall not be restricting or obstructing any vendor unless with specific requirements. There must be open opportunities allowing for the maximum number. Evaluation and decision is taken based on the balance of the Technical, Quality, Response, Delivery, and Cost Method.


To ensure such vendors are qualified to support the best practices for the company and to the international standard of the procurement management and services, vendor qualification screening process is conducted based on the data performance such as legal entity documents (Tax Number, Business Permit, TDP, etc.) and commercial terms; quality commitment (such as ISO 9001, or other quality achievements); environment commitment (such as ISO 14001 or other environmental achievements) and safety commitment (such as ISO 18001 or other safety achievements).
